eVisitor – Information System for Monitoring the Arrival and Departure of Individuals

On 20 November 2015 the Ordinance on the manner of keeping the register of tourists and on the form and content of the tourist registration form for the Tourist Board (http://narodne-novine.nn.hr/clanci/sluzbeni/2015_11_126_2395.html) was published in the Official Gazette no. 126/15 by which the information system eVisitor was prescribed as a central place for check-in and check-out of tourists, the collection of tourist tax and statistical management of data regarding accommodation providers and tourists, which means that from 1 January 2016 registration of tourists will be made exclusively through a new single national online information system eVisitor, and from 1 January 2016 all other ways of registration of visitors will be abolished.

The person obliged to register the tourists is the owner of the accommodation facility, who can be a natural or legal person and may have more accommodation facilities. The facility is the accommodation unit holding an approval for providing accommodation services. A facility can be an apartment/house of the citizen of the municipality/city or a vacation apartment/house.

eVisitor – Information System for Monitoring the Arrival and Departure of Individuals

The information system for monitoring the arrival and departure of individuals is a centralized system connecting all tourist boards in the Republic of Croatia, available online and without any specific installation requirements. The system will connect and enable data sharing between tourist boards and around 60,000 accommodation providers and every tourist board will have access to all data gathered on accommodation providers and their accommodations as well as tourist migration in their area. To be able to use the information system only Internet access and a web browser are required and for security reasons end users will get special passwords, so that data gathering and processing carried out by tourist boards would be in line with the legislation on the protection of personal data.

What purpose will the information system for monitoring the arrival and departure of individuals be used for?

  • For gathering and processing data on accommodation providers and their establishments in the Republic of Croatia – the information system for registering the arrival and departure of individuals will be used for entering all relevant data on accommodation providers (name, Croatian tax number and address) and their accommodation facilities (type, category, location, capacity) specified in the resolutions issued to accommodation providers by their county state administration offices, i.e. the Ministry of Tourism. Therefore, the information system for tourist registration may be used as a centralized and user-friendly database of all accommodation providers in Croatia.  To that extent, eVisitor is envisioned as a substitute for all individual registries maintained separately on a county level by the Ministry of Tourism.
  • For registering the arrival and departure of individuals by accommodation providers via the Internet – end users of the eVisitor system (physical and legal persons providing accommodation services) will be able to access the system at any time to enter the arrival or departure of guests, which will result in an automated list (guestbook) maintained for each accommodation provider.
  • For the calculation and monitoring the collection of tourist tax – based on registered arrivals and departures and data on individual accommodation facilities, the system will automatically, taking into account parameters such as destination category, time of the season and other elements important for calculation, calculate the amount of tourist tax per accommodation facility, i.e. accommodation provider, and connect individual payments with due tax and calculate the balance.  
  • For data gathering and processing and statistical reporting – this will enable almost real-time monitoring of tourist arrival and departure, with a maximum 24-hour delay and analysis by one or more criteria, such as duration of stay, location, gender, age, source country or residence, etc., enabling tourist boards to implement a more active marketing policy and providing the general public with current tourism statistics. Being that some data will be available to the public, they will be accessible to anyone providing tourism services enabling  such service providers to actively respond to market demands, thus creating a synergistic effect across the tourism sector, facilitating the development of Croatian tourism and enhancing competitiveness. Additionally, access to the database will be available to the State Bureau of Statistics and scientific and research institutions so that more detailed and complex statistical and other analyses important for the tourism sector could be carried out.
  • For collaboration between administrative bodies and various authorities in the performance of their activities – through remote access to the database, the information system for registering tourist arrivals and departures will enable various authorities (Customs Administration, Ministry of Tourism, Ministry of the Interior, State Attorney’s Office, etc.) the use of data collected through the system in their areas of activity within the scope of their legal responsibilities, without additional administrative requirements or restrictions.

Following the above, we hereby invite future users of the application (property owners who are providers of accommodation services) to come to the office of The Tourist Board of the Town of Rovinj – Rovigno and using their ID card collect their user data (user name, password and TAN list) necessary for access to eVisitor.

Please note that as of January 1st registration via www.prijavaturista.com will no longer be possible, as every arrival and departure will be registered via eVisitor. If you have been using other programs to register your guests and you wish to continue, please contact our office for instructions. 

Also, it is no longer possible to register guests through tourist agencies. Tourist agencies will be able to register tourists on your behalf only after you have issued the agency a sub-user account enabling it access to eVisitor (user name and a different password and TAN list).  The sub-user account needs to be created for any person who enters the data in the eVisitor and is not the accommodation provider (holder of the Approval).

If the code of the facility is entered into the system via eVisitor, applications will be sent to the Ministry of Interior automatically (facility code is entered by the accommodation provider). The facility code is obtained from the Ministry of Interior at the request of the accommodation provider.

In order to facilitate the use of eVisitor application, a two-hour education session is organized for private accommodation providers, and will be held at the Lone Hotel on 14 December 2015 at 5:00 pm and 15 December 2015 at 5:00 pm. For other obligors (facility owners - tradesmen and legal persons) the training will take place on 21 December 2015 at 5:00 pm.
